{"id":5162,"date":"2019-11-12T14:23:11","date_gmt":"2019-11-12T13:23:11","guid":{"rendered":"https:\/\/interreg-hr-ba-me.eu\/2014\/?post_type=novost&#038;p=5162"},"modified":"2025-04-07T11:13:47","modified_gmt":"2025-04-07T09:13:47","slug":"operational-programme-evaluation-in-a-nutshell-the-machine-works","status":"publish","type":"novost","link":"https:\/\/interreg-hr-ba-me.eu\/2014\/novost\/operational-programme-evaluation-in-a-nutshell-the-machine-works\/","title":{"rendered":"Operational Programme evaluation in a nutshell: the machine works!"},"content":{"rendered":"\n<p><strong>Mid-term evaluation reveals that the Programme is working\nwell towards achieving its overall goal: strengthening the social, economic and\nterritorial development of the cross-border area.<\/strong><\/p>\n\n\n\n<p>Evaluations are carried out to assess the\neffectiveness, efficiency and impact of the Programme. The aim of the\nevaluations is to assess how support from the funds has contributed to the\nobjectives of each Priority Axis. In 2019, the Programme contracted experts to\ncarry out a comprehensive operational evaluation on the efficiency and\neffectiveness of the Programme. <\/p>\n\n\n\n<p>Findings of the evaluation are summarized\nin the final report titled <strong>Evaluation of\nthe efficiency and effectiveness of the Interreg IPA CBC Programme Croatia &#8211; Bosnia\nand Herzegovina \u2013 Montenegro 2014 \u2013 2020<\/strong>. According to evaluators,\nProgramme bodies are effectively managing cross-border cooperation and ensuring\nthat projects are creating sustainable results in Croatia, Bosnia and Herzegovina\nand Montenegro. <\/p>\n\n\n\n<p><strong>Main\npoints of the report<\/strong> are outlined below: <\/p>\n\n\n\n<ul><li>There is a clear and efficient\nassignment of functions and responsibilities among Programme bodies, which is\nreflected in successful implementation of Calls for Proposals, selection\nprocesses and providing support to beneficiaries. <\/li><li>The Programme has reached a\nsatisfactory number of applicants during Calls for Proposals, meaning that\nInterreg is a well-known financing instrument in the cross-border area. <\/li><li>Projects are producing tangible\noutputs in the field of social care and healthcare, energy efficiency and\nenvironment protection, tourism, heritage and competitiveness of Croatia,\nBosnia and Herzegovina and Montenegro. Although differences occur among\nPriority Axes, project results are leading to the achievement of\nProgramme-level targets set for the 2014-2020 period. <\/li><li>Communication is consistent\nacross the Programme area, because of projects communicating their activities\nand due to favorable support from Programme bodies to beneficiaries. Evaluation\nfindings suggest that future communication measures should put focus on capitalization\nactivities. <\/li><li>The eMS proved to be a useful\nand reliable tool for monitoring of projects and their progress, although\noccasional setbacks appear.
