The programme has been subject to an ex-ante evaluation of\nindependent evaluators with the aim to improve programme quality and to optimise\nthe allocation of budget resources. The recommendations of this evaluation have\nbeen taken into account during the drafting of this programme as described\nin&nbsp;<a href=\"https:\/\/interreg-hr-ba-me.eu\/2014\/wp-content\/uploads\/2016\/02\/Annex_1_Ex-ante_report.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">ex-ante\nreport<\/a>.<\/p>\n\n\n\n<p>In accordance with Article 56 of the CPR, the Managing Authority prepared the&nbsp;<a href=\"https:\/\/interreg-hr-ba-me.eu\/2014\/wp-content\/uploads\/Evaluation-plan_HR-BA-ME_JMC-approved.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Evaluation plan<\/a>&nbsp;that was approved by Joint Monitoring Committee decision from 30 November 2016.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h3><strong>Operational Evaluation<\/strong><\/h3>\n\n\n\n<p>In\n2019, the Programme contracted experts to carry out a comprehensive evaluation\nprocess, which is illustrated in the final report titled <strong>Evaluation of the efficiency and effectiveness of the Interreg IPA CBC\nProgramme Croatia &#8211; Bosnia and Herzegovina \u2013 Montenegro2014 \u2013 2020. <\/strong>Theevaluation was carried out halfway\nthrough the implementation of the Programme, in order to showcase mid-term achievements\nand results in the cross-border area. <\/p>\n\n\n\n<p>The\nreport reveals that the Programme is performing well in meeting the overall\nProgramme goal: <strong>strengthening the\nsocial, economic and territorial development of the cross-border area<\/strong>. According\nto evaluators, Programme bodies are effectively managing cross-border\ncooperation and ensuring that projects are creating sustainable results in\nCroatia, Bosnia and Herzegovina and Montenegro. <\/p>\n\n\n\n<p>The\nevaluation methodology combined desk reviews of Programme documents, a web\nsurvey answered by beneficiaries and applicants, a set of interviews with\nProgramme representatives and a case study analysis. The evaluation focused on\nProgramme management, Programme implementation and the Programme Communication\nStrategy. The report was approved by the Joint Monitoring Committee meeting on\n29 and 30 October 2019. <\/p>\n\n\n\n<p><strong>Main points<\/strong> <strong>of the report<\/strong> are outlined below: <\/p>\n\n\n\n<ul><li>There is a clear and efficient assignment of functions and\nresponsibilities among Programme bodies, which is reflected in successful\nimplementation of Calls for Proposals, selection processes and providing\nsupport to beneficiaries. <\/li><li>The Programme has reached a satisfactory number of applicants\nduring Calls for Proposals, meaning that Interreg is a well-known financing instrument\nin the cross-border area. <\/li><li>Projects are producing tangible outputs in the field of social\ncare and healthcare, energy efficiency and environment protection, tourism,\nheritage and competitiveness of Croatia, Bosnia and\nHerzegovina and Montenegro. Although differences occur among Priority Axes,\nproject results are leading to the achievement of Programme targets set for the\n2014-2020 period. <\/li><li>Communication\nis consistent across the Programme area due to efforts implemented by the projects\nand due to favorable support from Programme bodies to beneficiaries <\/li><li>The eMS proved to be a useful and reliable tool for monitoring\nof projects and their progress, although occasional setbacks appear. The system\nis being improved continuously, with new functions introduced regularly and\nweaknesses removed. <\/li><\/ul>\n\n\n\n<p>The\nevaluation findings will serve as a tool to improve the quality of Programme\nimplementation in the near future. Also, findings will be used in planning\nfuture policies of the Interreg IPA CBC Programme Croatia \u2013 Bosnia and\nHerzegovina &#8211; Montenegro for the 2021-2027 period.<\/p>\n\n\n\n<p>Read the final evaluation report <a href=\"https:\/\/interreg-hr-ba-me.eu\/2014\/wp-content\/uploads\/2024\/02\/Final_Evaluation_Report_HR-BA-ME.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>. <\/p>\n\n\n\n<h3><strong>Impact<\/strong> <strong>Evaluation<\/strong><\/h3>\n\n\n\n<p>In 2021, the Programme contracted experts to carry out an evaluation process and assess what the Interreg IPA Cross-border cooperation Programme Croatia \u2013 Bosnia and Herzegovina &#8211; Montenegro 2014-2020 has achieved through its implementation.<\/p>\n\n\n\n<p>The objective of this evaluation was to illustrate the impact of achieved Programme results and effects, to assess the impact of projects financed under the Programme on cross-border population, project partners and target groups, as well as the sustainability of achieved results and the effects of communication in relation to the planned objectives. The evaluation also aimed at identifying which are the key challenges and which improvements are necessary for the programming period 2021-2027.<\/p>\n\n\n\n<p>The evaluation methodology combined desk reviews of Programme documents, a web-survey disseminated among beneficiaries and applicants, and a case study analysis, which consisted of interviews with project partners and the analysis of project documents.<\/p>\n\n\n\n<p>Main points of the report are as follows:<\/p>\n\n\n\n<ul><li>Programme priorities and specific objectives have met the needs of potential applicants in the targeted cross-border area.<\/li><li>Implemented projects clearly contribute to the development of Programme in terms of health services availability, energy efficiency implementation models, preservation of nature, fostering cross-border tourism development and improving skills and competences in business environment.<\/li><li>Vast majority of projects have achieved envisaged results, while some of them also produced results that had not been initially planned. In general, projects achieved expected Programme results.<\/li><li>Programme communication goals to disseminate Programme results to different stakeholder groups and general public have been achieved, and target groups gained new knowledge and improved their capacities as a result of implemented projects.<\/li><li>Future Programme should pay particular attention to the difficulties in ensuring financial sustainability of the projects, and to guiding future project partners in planning specific actions for ensuring synergies with other policy instruments.<\/li><\/ul>\n\n\n\n<p>The evaluation findings will serve as one of the bases for planning future policies for the development of the Interreg IPA Programme Croatia \u2013 Bosnia and Herzegovina &#8211; Montenegro 2021-2027, as well as a tool for improving the quality of future Programme implementation.<\/p>\n\n\n\n<p>The report was approved by the Joint Monitoring Committee on 11 October 2021.&nbsp;<\/p>\n\n\n\n<p>Read the final evaluation report&nbsp;<a href=\"https:\/\/interreg-hr-ba-me.eu\/2014\/wp-content\/uploads\/2021\/12\/Evaluation_report_HR-BA-ME.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>.<\/p>\n\n\n\n<p>As regards to ex-post\nevaluation of the Programme, it lies within the responsibility of the European\nCommission.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Programme evaluations are carried out in order to assess the effectiveness, efficiency and impact of the programme.
