The first version of the Cooperation Programme for Interreg IPA Cross-border Cooperation Programme Croatia – Serbia 2014-2020 was adopted on 24 August 2015. The amended version of the Interreg IPA Cross-border Cooperation Programme Croatia – Serbia 2014-2020 (version 2.1) introducing performance framework was adopted on 21 July 2017. The amended version of Cooperation Programme (version 3.0) was approved by the Commission Implementing Decision C (2020) 4269 from 22 June 2020. The latest version of Cooperation Programme (version 4.0) was approved by Joint Monitoring Committee Decision No 26 from 15 December 2020.

Strategic Environmental Assessment (SEA) was integral part of the programming process. SEA was developed in order to ensure that environmental and possibly other sustainability aspects are considered effectively in programme preparation.

Ex-ante evaluation was carried out interactively during the programming process in order to evaluate the programme, improve its quality, effectiveness, efficiency, management and impact on final beneficiaries.
Ex-ante evaluation

The programme Communication Strategy was prepared by the Managing Authority in order to provide overall communication framework not only to the programme bodies but also to the final beneficiaries. Communication Strategy aims at engaging all programme bodies to foster interactive dialogue between them and with the potential beneficiaries, beneficiaries and relevant stakeholders in order to involve them in cross-border cooperation thus leading to successful programme implementation. The document was adopted on 24 November 2015 by the Joint Monitoring Committee.

Evaluation plan sets out the evaluation strategy for the entire implementation period of the Programme, taking into account the recommendations of the ex-ante evaluation of the Programme, the budgetary framework and the elements that are to be reported to the European Commission within Annual (Final) Implementation reports.
The Evaluation plan has been approved by Joint Monitoring Committee decision from 7 September 2016.

The programme rules on eligibility of expenditures sets rules and guidance for the beneficiaries requesting Programme co-financing as well as for Programme bodies participating in the control and certification of expenditures in the Interreg IPA Cross-border Cooperation Programme Croatia-Serbia 2014-2020. The latest version of the document is approved by the Joint Monitoring Committee on 18 April 2018.
