INNO RESOURCE
Priority Axis 2: Green investments in environmental protection and efficient risk management
Operation start date: 1 September 2026
Operation completion date: 31 August 2028
Budget: EUR 629.400,00
Number of partners: 4
Operation purpose and expected achievements:
The INNO RESOURCE project aims to accelerate the public sector-led renewable energy transition in Croatia, Bosnia and Herzegovina, and Montenegro by enabling local authorities to jointly plan and implement solar energy systems. The project addresses the region’s continued dependence on fossil fuels and large-scale hydropower, the energy inefficiency of public infrastructure in smaller urban and rural areas, and the lack of tools, capacity, and cross-border coordination needed by municipalities to plan, finance, and manage clean energy systems. Planned activities include the establishment of a Renewable Energy Working Group (REWG), the implementation of three pilot solar energy systems (including a floating photovoltaic plant, and rooftop installations of P systems on a public buildings), the creation of a Digital Twin platform for real-time monitoring and forecasting of energy performance, and the development of a multilingual InnoResource Replication Toolkit compiling legal templates, technical specifications, and planning methodologies for use by other municipalities. Through integrated technological innovation, institutional alignment, and digitalisation, the project will strengthen the capacity of small and medium-sized municipalities to lead on climate and energy goals and to replicate results across the wider programme area.
Beneficiaries:
The Lead Partner (LP), Zadar County (HR), is responsible for the overall coordination and management of the project, including administrative and financial oversight, quality assurance, and alignment with programme requirements. It leads the Renewable Energy Working Group (REWG), hosts the Project Management Unit, organises a national stakeholder workshop, and implements a floating photovoltaic (FPV) pilot on Lake Vlačine – the first of its kind in the region. The County also supports the development of the project’s Digital Twin platform and hosts the project’s communication and visibility events.
City of Čapljina (BA) contributes practical expertise in sustainable infrastructure and public-sector energy efficiency. It participates in the Renewable Energy Working Group, hosts one of the national capacity-building workshops, and implements a pilot rooftop solar PV installation on a public building. It also organises a national roundtable and contributes to adapting the Replication Toolkit’s legal templates and procurement models to non-EU regulatory contexts.
Old Royal Capital Cetinje (ME) plays a strategic and operational role, combining infrastructure implementation with the development of replicable governance tools. It is an active member of the REWG, organises a Stakeholder Forum and a national workshop and roundtable, implements a pilot rooftop solar installation on a public building, and leads the development of the InnoResource Replication Toolkit.
Center for Investments and Entrepreneurship Development – CIRP (BA) plays an analytical, coordination, and facilitation role, drawing on its expertise in regional development planning and cross-border cooperation. CIRP coordinates and organises the national roundtable discussions that gather policymakers, regulators, utilities, and academic experts to discuss project outcomes and future scaling of solar solutions, helping ensure the project’s results are institutionally and financially grounded.
