The most important document that follows each stage of the project implementation cycle is the Project Implementation Manual (PIM). PIM represents the most important tool that follows each stage of a project implementation cycle and helps beneficiaries to implement activities in line with the Programme rules. This document addresses use of Jems, visibility, procurement, reporting, and all other topics relevant for successful implementation of projects.

– Annex 1 – Summary list of reported staff costs
This document prepared by Croatian Control Body guides Croatian beneficiaries through reporting in Jems, provides details on submitting costs and lists documentation needed for specific costs of all budget categories. It also includes Annex 1 – Summary list of reported staff costs template.
– Public procurement rules for all IPA beneficiaries and Croatian private partners which is an Annex II to Financing Agreement signed between IPA countries (Bosnia and Herzegovina and Montenegro) and European Commission.
Public procurement covers purchase of supplies, services and works financed from the project budget with the aim of implementation of the project activities.
Public procurement is primarily regulated by Article 58 of the Interreg regulation (2021/1059) and Articles 178 and 179 of the Financial Regulation and points 36 to 41 of Chapter 3 of Annex I to the Regulation (EU, Euratom) 2018/1046 of the European Parliament and of the Council of 18 July 2018 on the financial rules applicable to the general budget of the Union, amending Regulations (EU) No 1296/2013, (EU) No 1301/2013, (EU) No 1303/2013, (EU) No 1304/2013, (EU) No 1309/2013, (EU) No 1316/2013, (EU) No 223/2014, (EU) No 283/2014, and Decision No 541/2014/EU and repealing Regulation (EU, Euratom) No 966/2012.
Please note that beneficiaries from the Republic of Croatia, who are subject to the Public Procurement Law, shall apply national law, regulations and administrative provisions.
– Interreg brand design manual
The Interreg harmonised brand was built with the aim to build one shared identity for Interreg as a community. This shared identity serves to enhance the visibility and perception of all individual Interreg programmes within the wider EU funding structures, and especially to make it easier for citizens and stakeholders to see the unique contribution of many Interreg programmes in a common way.
The core of the Interreg brand is the shared logo built on the regulatory requirements. It is supported by a Brand Manual setting out default fonts, colours and brand expression that helps programmes and projects build complementary identities within a wider framework of the Interreg Community.
– Jems user manual
Jems stands for the Joint Electronic Monitoring System. Built on HIT 2021-2027, Jems provides a purpose built monitoring system on a free-license basis which means there is no charge for the software. It has been co-developed with the knowledge of Interreg programmes and a wide tester pool to create a harmonised, user-friendly software. Jems user manual is developed for Interreg programmes using Jems to better understand the reasoning behind the development of each section.
