Due to the growing impacts of climate change, we are increasingly confronted with extreme weather events and their devastating consequences—droughts, wildfires, floods, and more. It is therefore essential to develop strategies that strengthen our ability to respond to these challenges. The INEREP – Inter-border Emergency Response Enhancement Project is a strategic initiative recently contracted within the Interreg VI-A IPA Programme Croatia–Bosnia and Herzegovina–Montenegro. With a total value of EUR 14.84 million, the project aims to bolster our collective capacity to respond to environmental hazards and safeguard the natural environment.

The project is co-financed at 85% through the European Regional Development Fund (ERDF) and IPA III Fund. Split-Dalmatia County serves as the Lead partner, working in cooperation with five additional institutions from Croatia, Bosnia and Herzegovina and Montenegro. INEREP is implemented under Priority Axis 2: “Green Investments in Environmental Protection and Efficient Risk Management”, within Specific Objective 2.4: “Promoting Climate Change Adaptation and Disaster Risk Prevention, Resilience, Taking into Account Ecosystem-based Approaches”. The project duration is planned for 48 months following the start of implementation.

The overarching goal of INEREP is to reduce hazard risks and enhance environmental resilience by strengthening the organizational and technical capacities of emergency services—particularly in fire protection and rescue. The project also focuses on increasing public awareness and participation in disaster preparedness efforts.

Key Activities Include:

  • Developing a strategic framework for cross-border collaboration
  • Enhancing firefighting and rescue infrastructure
  • Conducting joint cross-border education and training initiatives
  • Raising public awareness about disaster preparedness
  • Introducing digital tools for forest fire interventions in cross-border regions
  • Implementing a GIS-based application for fire risk assessment

Lead Partner:

  • Split-Dalmatia County

Project Partners:

  • Ministry of Internal Affairs – Directorate for Protection and Rescue (Montenegro)
  • Federal Administration of Civil Protection of the Federation of BiH
